I am making a toddler dress with the scalloped maderia applique hem. I can not remember if I use washable thread on both the bobbin and the top or only the top. Can someone please help.

I was taught to use it on one side, BUT the reason was to be frugal with the expensive water-soluble thread. 

If your machine has a difficult time with the different weights in top and bobbin, you can definitely use it all the way around.
